The Secretary of State for Territorial Policy, Arcadi Spain, visited Córdoba today, where he held a working meeting with the subdelegate of the Government in the province, Ana María López Losilla, to analyze the development of the care device for those affected by the floods registered in Andalusia and Extremadura after the passage of the Leonardo and Marta embankments.
During the meeting, the implementation of the citizen care offices deployed by the Government of Spain in the most affected areas has been evaluated, as well as the reinforcement of personnel and coordination between administrations to ensure that the aid reaches those who need it most quickly.
These offices are part of the device activated by the Executive after the approval of Royal Decree-Law 5/2026, which contemplates a comprehensive package of measures to support people, companies and municipalities affected by adverse weather phenomena.
Reinforcement of personnel to speed up the processing of grants
The Government has approved an extraordinary reinforcement of 50 interim officials to deal with the increase in work derived from aid management and direct attention to the affected citizens.
Of these, 43 will go to Andalusia and 7 to Extremadura, with the aim of strengthening the Government’s delegations and subdelegations in the territory and facilitating the information, processing and follow-up of dossiers.
In the case of Córdoba, the appointment of three interim members of the General Administrative Corps (C1) is planned, which will make it possible to strengthen public attention and expedite the processing of applications related to the damage caused by the floods.
Deployment of care offices for those affected
The Government of Spain has set up a network of 18 comprehensive care offices to assist people affected by the floods registered after the passage of the Leonardo and Marta embankments in Andalusia and Extremadura.
The first of these offices was opened in Grazalema (Cádiz), as part of an institutional visit by the Secretary of State for Territorial Policy to coordinate with the municipalities of the Sierra de Cádiz the implementation of the recovery and reconstruction measures.
These offices allow processing, among other measures, direct aid for evicted persons, compensation for damage to homes and belongings, as well as aid to companies, farms and municipalities for the repair of municipal infrastructures. The objective is to offer a close, agile and personalized attention that facilitates access to the aid approved by the Government.
Direct attention to citizenship in municipalities
Within this mechanism, the offices deployed by the Ministry of Territorial Policy and Democratic Memory through Tragsa are paying direct attention to the people affected in different municipalities, offering information, support in the collection of documentation and assistance in the processing of the planned aid.
The Government of Spain complements this device with the reinforcement of personnel of the General Administration of the State and with the service "The Administration near you", which allows travel to the municipalities when necessary to facilitate attention and ensure that no citizen is left outside the system of aid because they cannot travel to the offices.
Attention is also strengthened through government delegations and sub-delegations, as well as through the network of post offices, where the processing and submission of applications can also take place.
Currently, these offices are operational in different municipalities of Andalusia, among them Cuevas del Almanzora, Grazalema, Jerez de la Frontera, San Roque, Villamartin, Palma del Río, Pozoblanco, Cenes de la Vega, Huetor Tájar, Órgiva, Cazorla, Orcera, Casares or Benaoján, in addition to the offices located in Jerez de los Caballeros (Badajoz) and Coria (Cáceres).
Institutional coordination for reconstruction
During the meeting held in Córdoba, Arcadi España and the Government’s deputy delegate have also addressed coordination with municipalities to advance the assessment of damages in municipal infrastructures, rural roads and essential public services.
The Secretary of State has stressed that the Government’s objective is to accompany the affected territories throughout the recovery process, ensuring that the approved aid arrives quickly and that no municipality or citizen is left behind.
With the deployment of these offices, the reinforcement of personnel and coordination with local entities, the Government of Spain continues to work to accelerate the economic, social and territorial recovery of the areas affected by the floods.
