- Representatives of public administrations and civil society value positively the results as well as the balance of implementation of the IV Open Government Plan
The balance sheet on the Open Administration Week in Spain records the celebration of 89 events of a virtual nature or with reduced capacity, placing our country, despite the restrictions derived from the health situation, at the head of the 78 states that make up the Alliance for Open Government.
A success of call thanks to the permanent collaboration in the field of Open Government between the General Administration of the State (AGE), the seventeen autonomous communities, the autonomous cities of Ceuta and Melilla, the FEMP, the entities of the Third Sector, the Consumers and Users Council, representatives of the academic world and the non-profit associations and foundations represented in the Open Government Forum.
Positive Balance of the Week and the IV Open Government Plan
The report on the Open Administration Week has been published at the meeting of the Open Government Sectoral Commission, a body for cooperation between the state, regional and local administrations, attended by the Director General of Public Governance of the Ministry of Territorial Policy and Public Service, Olivié Bayón, together with the competent general directors of the autonomous communities and cities and of the FEMP, and at the meeting of the Permanent Commission of the Open Government Forum, a space for collaboration and dialogue, of equal composition, between public administrations and civil society organizations.
The public administrations and civil society organizations have expressed their satisfaction with the results of the Open Administration Week, held between May 17 and 21 of this year, and have also positively evaluated the degree of compliance with the commitments of the IV Open Government Plan Spain 2020-2024, approved by the Forum on October 29.
Open Administration Week is an initiative promoted internationally by the Alliance for Open Government, in order for the citizens of the different states to know closely the functioning of their public institutions, in addition to promoting the values of transparency and accountability, citizen participation, collaboration and integrity in the public service.
Next year, once the health crisis is over, the public administrations, as has already happened in previous editions, will reopen the doors of their institutions, agencies and workplaces to the citizens.
Olivié Bayón highlighted that, for the first time, the inaugural day of the week was held in the Congress of Deputies, with the participation of its president, Meritxell Batet, the president of the Senate, Pilar Llop, the president of the Supreme Court and the General Council of the Judiciary, Carlos Lesmes, and the Minister of Territorial Policy and Public Function, Miquel Iceta.
Commitment to Open Government
All the powers of the State have expressed their firm commitment to improving the quality of our democracy and to building a State that is increasingly open and close to citizenship. It has also been the first time that representatives of public administrations and civil society have shared their proposals and opinions with journalists and media professionals in a workshop.
The public administrations have also reported on the degree of compliance, after six months of operation, of the IV Open Government Plan, whose balance sheet is already published in the Transparency Portal so that citizens, associations and organizations can access all the information on its implementation, as well as participate and send their comments and contributions on the degree of compliance.
The Plan’s ten commitments are ongoing and implementation of four of the 110 planned initiatives has been completed. In terms of the degree of execution of the 529 planned actions, 13% of the actions have already been fully carried out, while 38% are partially executed. 43% of the actions, according to the established schedule, have not yet been started and only the remaining 2% correspond to canceled activities.
