Spain has acceded, at the initiative of the Ministry of Territorial Policy and Public Service and as a result of its management, to the “Declaration on Innovation in the Public Sector” of the Organisation for Economic Cooperation and Development (OECD), an instrument that aims to promote innovation and its management in the public sector.
The objective of the Declaration is to legitimize innovation as a central and strategic objective of public sector organizations, as well as its use in the daily work of public servants, understanding innovation as the implementation of something new to achieve an impact.
Currently, 37 OECD member states, including Spain, and 6 non-member states, are part of this Declaration, which introduces a set of five principles and associated actions that governments and public organizations can use to improve the degree of innovation in their management:
- Adopt and improve innovation in the public sector
- Provide tools for public servants to innovate
- Cultivate new alliances and involve different voices
- Support exploration and testing
- Spread lessons and share practices
Upon accession, the OECD will offer support, both to the acceded countries and to the innovation community, through support, accompaniment and advisory actions.
Commitment to innovation and quality of public services
The Ministry of Territorial Policy and Public Function, as responsible for promoting innovation in the Framework of Programs for the Improvement of the Quality of Public Administrations, through the General Directorate of Public Governance, welcomes the commitments set forth in this declaration and takes it as a reference element in its plans to relaunch and transform the public administration, with the aim of offering the best service to citizens.
The Ministry of Territorial Policy and Public Function, together with the Permanent Representation of Spain to the OECD, has made a reality the accession of Spain to the “Declaration on Innovation in the Public Sector” which, in addition, will serve as a lever in the improvement of our public administrations and a stimulus for its employees and public employees.
