The Secretary of State for Territorial Policy and Public Service, Víctor Francos, opened this morning the information day on the IV Open Government Plan in government delegations and subdelegations, where he defended the need to bring the actions of the public authorities closer to the citizens, providing them with information so that they are in the best position to exercise their democratic rights and their right to public information and participation in public affairs and decisions. “Let’s put the citizens first,” he insisted.
The day is framed in the Open Administration Week, coordinated and promoted by the General Directorate of Public Governance with the collaboration of the Open Government Forum.
Francos explained that the Open Government aims to improve democracy by adapting the institutions to the current situation and to the citizens, “with the needs and way of relating today.” The end, he explained, is that “citizens feel they are true political decision-makers in support of a more lively and inclusive democracy.”
On the other hand, the Secretary of State has defended that the initiatives that make up the improvement of institutions only make sense if the open government extends to all territorial governments and where the central government is present. “There is a space for cooperation and the search for agreements that is where they are going to find us.”
Víctor Francos also highlighted that the IV Open Government Plan of Spain 2020-2024 incorporates for the first time proposals from the General Administration of the State, from all Autonomous Communities and Cities and from Local Entities, represented by the FEMP. In inter-administrative cooperation, he has defended the role of government delegations and sub-delegations as a fundamental pillar.
On the other hand, the Secretary of State has insisted on highlighting the value of the public in the health crisis due to Covid-19 and also when there is a civil protection emergency.
The public is also the protagonist with the impulse and the economic reactivation, he insisted. In this regard, it has valued the mobilization of public funds that the European Union is carrying out.
Francos concluded by insisting on the need to bring government action closer to the citizens.
