The Minister of Territorial Policy and Public Service, Miquel Iceta, has highlighted the success of the co-governance model in Spain and that the awards make it clear that the State of the autonomies and its federal conception are more alive than ever, because the awards are a public recognition and at the same time an instrument facilitating mutual learning and cooperation between the different public administrations. “We can learn from each other without barriers.”
Iceta, who presided over the ceremony for the 13th edition of the Awards for Quality and Innovation in Public Management, stressed that the awards value the public and the vocation of service of the staff of the local entities, autonomous communities and General Administration of the State (AGE): “They are examples of the subject with which excellence is forged and the desire for improvement of the administrations and the people who work in them for and for the citizens. They are an example of the value of public service, and they have demonstrated it during the pandemic.”
Iceta has highlighted two highly valued public services from this 13th edition, such as health and education, managed by the autonomous communities and where public employees have given an example of delivery during the pandemic. In this regard, he highlighted the special mention to the category of Award for Excellence to the Infanta Leonor Hospital in Madrid: “A hospital that symbolically represents the efforts of all Spanish health workers. Located in the neighborhood of Vallecas, it is the third hospital in Madrid with the highest health care pressure due to the pandemic and, like all health centers, it has shown its resilience to the situation of Covid-19 and its determined commitment to excellence,” he said.
In the educational field, the minister has pointed out the Connected Schools Program of Red.es, which deploys digitization plans in Spain: “The Connected Schools Program addresses ambitious challenges for the digitization of 15,300 schools or, in other words, 4.7 million students and 500,000 teachers, with special interest in rural and remote areas, where 25% of schools are located. An initiative that allows schoolchildren to learn, despite the pandemic.”
454 candidacies from all public administrations since 2015
These awards were launched in 2005, in the general framework for the Improvement of Quality in the General Administration of the State, becoming a recognition program (certifications and awards) open from the beginning to the voluntary participation of all public administrations.
Since the first call for applications, a total of 454 applications have been submitted, 225 belonging to the General Administration of the State, 104 from the autonomous communities, 94 from local entities and 31 from public bodies.
This participation demonstrates, the minister has assured, the degree of commitment and interest in the improvement and excellence of the public servants and servants of the local entities, the autonomous communities and the General Administration of the State: “We see that our model of co-governance, of coordination of the Autonomous State, works and is a success.”
In the 13th edition of the awards, 54 nominations have been received: 28 projects from the General Administration of the State, 11 from local authorities, 9 from autonomous communities and 6 from public bodies. Of the 54 nominations received, 22 have opted for the Innovation Award, 19 for the Citizenship Award and 13 for the Excellence Award.
News for the 14th edition of the prizes
Iceta explained that, among the novelties of the XIV call for proposals, the reaction of public administrations to the pandemic will be taken into account, especially the creative and innovative responses to the challenges posed: “We have incorporated elements related to both COVID-19 and the impact on achieving progress linked to the Sustainable Development Goals (SDGs) and the United Nations 2030 Agenda.”
The 14th edition, convened in January of this year, has already received 56 nominations from the different public administrations.
XIII AWARDS QUALITY AND INNOVATION IN PUBLIC MANAGEMENT
The Minister of Territorial Policy and Public Service, Miquel Iceta, has awarded the prizes corresponding to the 13th edition. These are the winners:
Award for Excellence in Public Management

Management Innovation Award

- Accésit: General Directorate of the Civil Guard, for the practice “The system of merit competition for the provision of destinations in the Civil Guard”. The head of the Personnel Command of the Civil Guard, Lieutenant General Francisco Díaz Alcantude, is picked up.
- Accésit: Commissioner for Transparency and Access to Public Information of the Canary Islands, for the practice “T-Canaria telematic application and Transparency Index of the Canary Islands (IT Canarias). Pick up the commissioner, Daniel Cerdán.

- Spanish Data Protection Agency, by practice: “From the strategic plan to the sustainability and social responsibility plan: Minors and responsible use of the Internet, priority channel, web space to help victims of gender violence, prevention of digital harassment in the workplace, AEPD code of ethics”. The director of the Spanish Data Protection Agency, Mar España, gathers.
- Accésit: Integrated Care Management of Ciudad Real, Health Service of Castilla-la Mancha, for the practice “Opening paths to citizen participation in health”. It includes the managing director of the Integrated Care Management of Ciudad Real, Alberto Jara.
- Accésit: Ramón y Cajal University Hospital, Madrid Health Service, for the practice “Humanization of the spaces of the Medical Day Hospital”. The doctor in Pharmacy and coordinator of the Medical Day Hospital, Ana María Álvarez, gathers.
