The government delegate to the Community of Madrid, Francisco Martín Aguirre, said today that the citizens of Madrid can enjoy a higher quality of life thanks also to the improvement of security, given that the region has the lowest crime rate of the last decade. This is a demonstration that “things are being done well and we must continue working along that path”, he stressed.
In particular, it stood at 56.7 points in the third quarter of the year, according to data from the crime balance published by the Secretary of State for Security of the Ministry of the Interior for the third quarter of 2025.
This data confirms the consolidation of a trend of stability and improvement in citizen security, which has been observed since 2012, even in a context of intense social, cultural and economic activity. The crime rate remains stable, with a progressive downward trend, which is “a collective success and fruit of the constant work of the National Police and the Civil Guard,” he said.
To this has contributed the growth of the workforce until reaching, in 2024, the maximum historical number of National Police and Civil Guard personnel in the Community of Madrid: 11% more since 2018 (more than 21,400 agents). Thus, the Civil Guard agents have increased by 1.9% and 16% the National Police, reaching 3.9 agents per 1000 inhabitants when in 2018 it was 2.9, above the population growth of the region
Fall of conventional criminality
In the period from January to September, conventional crime fell by 2.1% compared to the same period in 2024 (5,191 crimes less, 30 crimes less each day). In addition, a record number of clarified criminal offenses has been reached, the highest in the last decade.
With regard to the phenomenon of cybercrime, although the number of complaints is increasing, the government delegate has linked it to the recent incorporation of cybercrime into the Civil Guard, which has resulted in 1300 more complaints. In addition, the figures are better in the case of the Community of Madrid compared to the whole of Spain, which has seen an 8% increase in cybercrime, compared to 5.4% in the region.
This places Madrid as “an increasingly safe community within a safe country”.
The increase in the number of crimes for drug trafficking (+18.1%) has a positive reading, since it is related to the intensification of the actions of the FCSE in this area.
Crimes against sexual freedom
Crimes against sexual freedom in the Community of Madrid have undergone an evolution similar to the national total, registering an upward trend, interrupted in 2020 by the COVID-19 pandemic. In this period, 7.2% more incidents were reported (up from +3.7% nationwide). In addition, the greatest number of cases occur inside homes, not in entertainment venues, and there is some kind of link between victim and aggressor.
The sustained increase in this type of crime in recent years, in the opinion of the government delegate, could be influenced by a progressive decrease in the “hidden figure”.
At the same time, he recalled that the Government Delegation is holding a new round of meetings with social and institutional actors to analyze violence against women and strengthen the actions.
In this regard, it has announced that, before the end of the year, it is planned to present a document with the conclusions and recommendations resulting from this work. And he has again called on the People’s Party to participate in it, although to date he has not wanted to join those meetings.
More police effectiveness
In the period analysed, the number of investigations is at its highest level since 2014, and the rate of arrests and investigations for every 1,000 criminal offences has also increased, standing at 253, the highest rate since 2014.
Criminality by municipality
The government delegate has also reviewed the evolution of crime in some municipalities in the region. In the city of Madrid, where half of the population is concentrated, conventional crime as a whole has fallen so far this year by 2.7%, which is equivalent to 4000 fewer crimes, 22 fewer crimes each day.
Another 16 municipalities with more than 20,000 inhabitants share this downward trend in their crime rate.
In addition, conventional crime is reduced in 21 municipalities, with significant reductions in Humanes de Madrid, Valdemoro, San Martín de la Vega, Ciempozuelos, Collado Villalba, Arganda del Rey, Móstoles, Navalcarnero, Pinto, Las Rozas de Madrid, Torrelodones or Parla.
