Article 158 of the Spanish Constitution recognizes the principle of solidarity as an instrument for mitigating territorial inequalities and promoting internal cohesion as an objective of economic and social policy.

This constitutional principle is materialized through the Interterritorial Compensation Fund, provided for in the aforementioned article, of which the Autonomous Community of Aragón is not a beneficiary due to its income level. There are, however, internal structural inequalities in the Autonomous Community of Aragon that affect the province of Teruel and on which regional policy cannot act effectively with the general mechanisms available. In this sense, the province of Teruel requires specific public action to promote measures aimed at correcting the existing imbalances in the province and the generation of economic activity and employment.

To make effective the principle of interterritorial solidarity in the face of the interterritorial inequalities identified in the Autonomous Community of Aragón as a result of the structural peculiarities of the province of Teruel, favoring the generation of economic activity to improve the social welfare of the population of the province.

The proposed rule constitutes the legal instrument that will make it possible to process the transfer of funds for the financing of investments that favor the economic development of the province of Teruel and that will be concretized in actions that will have the objective, among others, the improvement of transport and communications infrastructures, the support of business initiatives, mainly in the industrial, agri-food and tourism fields, the support of infrastructures for the establishment of companies, the enhancement of cultural, environmental and social heritage, certain strategic and singular projects, as well as municipal infrastructures.

To regulate the direct granting of a subsidy to the Autonomous Community of Aragon for the financing of investment projects in order to promote, directly or indirectly, the generation of economic activity in the province of Teruel.

It has been assessed that there is no alternative that is more suitable than the one chosen. In this sense, in accordance with the provisions of article 28.2 of Law 38/2003, of 17 November, the special regulations governing subsidies provided for in article 22.2.c of that regulation must be approved by royal decree, on the proposal of the person in charge of the competent Ministry and after a report from the Ministry of Finance.
