Council of Ministers Agreement of 05/11/2024 (DANA)
Agreement declaring "area severely affected by a civil protection emergency" the territory affected as a result of the depression in high levels (DANA) that has affected large areas of the peninsula between October 28 and November 4, 2024.
In order to mitigate the personal and material damage that may have occurred, in accordance with the provisions of article 24 of Law 17/2015, of 9 July, and other applicable legal and regulatory provisions, the measures referred to in the following paragraphs may be adopted, if deemed appropriate.
Third. Damage to municipal infrastructures and the provincial and insular road network.
Projects directly related to the disasters referred to in the first paragraph that are carried out by municipalities, island councils, provincial deputies, districts and communities in municipal terms and population centers, related to the works of repair or restitution of infrastructure, equipment or facilities and services of municipal ownership and of the communities included in article 25.2 of Law 7/1985, of 2 April, Regulating the Bases of the Local Regime, and of the road network of provincial deputies or, where appropriate, of the island councils, may be granted a subsidy of up to 50 personalised works of their own means,

WARNING: The territorial scope of the 78 municipalities listed in the annex to Royal Decree-Law 6/2024 of 5 November is excluded from the call.

RESOLUTION ON ALLOCATION OF GRANTS
Resolution of 14 October 2025 of the State Secretariat for Territorial Policy, agreeing on the allocation of the subsidies for the recovery of damages in municipal infrastructures and provincial and island road networks provided for in the third paragraph of the Agreement of the Council of Ministers of 5 November 2024, declaring ‘Area severely affected by a civil protection emergency’ the territory affected as a result of the Isolated Depression in High Levels (DANA) that has affected large areas of the Peninsula and the Balearic Islands between 28 October and 4 November 2024.
This resolution will be published in the Official State Gazette in the coming days.
Note for entities with funded projects:
No later than three months after the publication of the said resolution in the ‘Official State Gazette’, The beneficiary entities - the provincial deputies and the island council contemplated in the resolution - must send via the AURA app the award certificate for each of the projects to which a subsidy has been allocated, one per project (all according to article 12 of Order HAP/196/2015, of 21 January, approving the regulatory bases of the subsidies and paragraph 8 of the call resolution).
This certificate will be issued by the beneficiary entities, in accordance with the documentation provided to them.as executing entities of the works and according to the model that appears as annex II of Order HAP/196/2015, of 21 January.
To this end, the respective provincial deputies or the corresponding island council, in their capacity as beneficiary entities, may approve instructions specifying the time and form in which the executing entities of the projects must communicate to them the information they need to ensure compliance with the obligations arising from Order HAP/196/2015, of 21 January and the call resolution.
Failure to submit the award certificate within the established time and form will result in the total loss of the right over the grant allocated to the project in question.
