Depending on the weight of the explosive material to be used in the show (what is called Explosive Net Content or NEC), the notification will suffice or the express authorization of the Delegation for the show will be necessary. The necessary period of time in advance with which to make the notification and the required documentation will also depend on this.

The Government Delegation will send a copy of the notification or authorization of the show to the Intervention of Weapons and Explosives of the Civil Guard of the corresponding Command

The notification or authorization of the show does not exempt from the need for other authorizations, although it will serve as a substantial basis for them.

In any case, you can notify and request your authorization for the pyrotechnic show telematically, using a Cl@ve identification method, through two ways:

• Across the General Electronic Registration of the AGE

The application must be addressed to the Functional Area of Industry and Energy of the Government Delegation in Madrid: DIR3 code: EA0040718

In the documentation section, you must attach the required documentation depending on the NEC to be used.

In the next step, it incorporates the attached documentation requested (detailed program of the act, place, route and schedule; relation of the types of artifices, description of its operation, NEC by artifice and total; instructions for the traditional use of pyrotechnic articles; authorization resolution of the Ministry of Industry, Energy and Tourism for non-CE artifices) and, in the annexed documentation, adds the rest of the documentation required according to the NEC of the show.

Modifications of the authorized shows: modifications may be made to Type A and Type B pyrotechnic shows, provided that the maximum gauges are maintained and the NEC limits of the authorised shot type are not exceeded.

To do this, it will be necessary to notify the definitive list of devices to be fired in the authorized show to the area of industry and to the intervention of weapons, 48 hours in advance. This notification must be signed by the head of the company in charge of the show and by the organizer. In this way, the volume of devices to be fired can be expanded or reduced without the need for new or different authorization.

Documentation for the processing of shows that are repeated year after year: The administration will not require documentation that is already in its possession, therefore, for the shows that are repeated year after year in the same location by the same company, being sufficient to provide the data of the previous pyrotechnic show, accompanied by a statement on the permanence of the validity of the documents provided. In the event that the show requires the presentation of a security plan (and, where appropriate, an emergency plan), it will be necessary, even if it is the same as the previous year, since there is a presumptive identity, this way it is guaranteed that the competent technician has reviewed the Plan and has ensured that the circumstances of the show have not changed (distances, new construction, data and places of medical care…).

The shows with pyrotechnic devices made by experts are regulated in the Complementary Technical Instruction ITC 8 del Royal Decree 989/2015, of 30 October, approving the Regulation of pyrotechnic articles and cardboard (BOE 7 November 2015).
