The Secretary of State for Territorial Policy, Arcadi Spain, chaired today the meeting of the Commission for Follow-up of the Comprehensive Socio-Economic Development Plan of Ceuta, with the participation of 18 ministries, the Government Delegation and the Autonomous City. The session confirmed that more than 80% of the measures of the Integral Plan are already executed or in execution, a development that consolidates the commitment of the Government of Spain to modernization, social cohesion and equal opportunities in the city.
After holding a previous meeting “cordial, productive and with institutional loyalty” with the president of the city, Juan Jesús Vivir, the Secretary of State has stressed that the Plan responds to a fundamental conviction of the Executive: “Guaranteeing equality between citizens means guaranteeing it wherever they live, on the peninsula or outside it.” And he stressed that Ceuta requires specific attention, “for there to be real equality, we must attend to the singularities of each territory, and Ceuta has them.”
During the day, the historical scope of the investments has been valued. Highlights include 140,000 m² of land owned by the Ministry of Defense that will be transferred to the city to expand housing supply; splitting of the N-352; more than 300 million euros of submarine cable that will guarantee energy stability and strengthen the implementation of new companies; modernization of the port and its new maritime terminal; or more than 70 million euros in employment plans aimed at improving the training and labor insertion of those who need it most.
Arcadi Spain has pointed out that “there has not been a government that has understood, accompanied and invested in both Ceuta and the current one”, and has stressed the central idea in which the action of the State is articulated: “Citizens must have the same rights wherever they live.”
The Secretary of State has also emphasised the importance of institutional coordination: “When public administrations work together and transparently, we get positive results for citizens. Ceuta is today an example of a fruitful collaboration.”
Spain has also highlighted the impact of the Royal Decree-Law that allows the referral to the peninsula of unaccompanied migrant minors, a historical mechanism that has reduced the assistance pressure and strengthened the protection of rights: “This country demonstrates its dignity when it guarantees the protection of the most vulnerable minors.”
The meeting concluded with a commitment to continue accelerating the implementation of the Plan and advancing the measures planned for 2026-2030. In the words of the Secretary of State, “Ceuta has a future full of opportunities and our duty is to ensure that we achieve that future with equality, stability and equal rights for all citizens.”
