The Ministry of the Interior, the Ministry of Education and the Ministry of Health, Social Policy and Equality, together with the Spanish Federation of Municipalities and Provinces have launched the Master Plan for Coexistence and Improvement of School Safety.
In the Foral Community, the GOVERNMENT DELEGATION in NAVARRA with its Security Bodies and Forces, the GOVERNMENT of NAVARRA with its Departments of Interior, Education and Health, the City Council of PAMPLONA and City Councils that adhere to it, coordinate and increase the actions of the aforementioned Plan and jointly implement it for the 2023-24 school year.
The Plan does not replace actions that have already been developed but assumes and presents them within a single document.

- MAKE AVAILABLE to the Educational Community the technical assistance they need to prevent and address conflicts of coexistence.
- HELP to improve the knowledge of families, students and teachers about the security problems that affect young people.
The Master Plan includes SIX lines of action focused on issues such as:
- bullying
- Drugs and alcohol
- youth gangs
- gender-based violence
- Internet use and new technologies
- road safety
It offers the centres the following actions:

- They talk to students about security problems, gender violence and other issues that affect them as a group.
- Permanent access to a police expert.
