On the basis of the Framework Agreement for collaboration, in education for the improvement of security, between the Ministry of Education and Science and the Ministry of Interior of 2006, and following Instruction No. 7/2013 of the Secretary of State for Security, the “Master Plan for Coexistence and Improvement of Security in Educational Centers and their Environments” was established on a permanent basis. The Ministry of the Interior, the Ministry of Education and Vocational Training and the Ministry of Equality are involved.
In June 2023, the Secretary of State for the Interior approved Instruction 6/2023, which since then constitutes the legal frame of reference for the annual execution of the Master Plan.
The objectives of the Master Plan are seven:
1. Continue with the measures aimed at raising awareness, prevention and early detection of risk situations related to the safety of children and adolescents in schools and their environments, strengthening police cooperation with educational authorities in their actions to improve coexistence and safety in the school environment.
2. Contribute to improving the knowledge of children and adolescents about police resources to contribute to their safety in any environment, as well as crime prevention and victim protection, strengthening confidence in police forces.
3. To contribute to improving the knowledge of children and adolescents about the different forms of violence and risk factors to which they may be exposed and to alert them to their possible consequences, promoting the holding of training and informative activities and conferences in educational centers aimed at students and the rest of the educational community and taught by police professionals, experts in the field.
4. To contribute to the formation of students in respect for fundamental rights and freedoms, and in the values of dignity and equality between men and women, and in the need to eradicate violent behavior from the school environment, seeking the development of proactive behaviors in the rejection and denunciation of these violent behaviors, informing them of the resources available to them to communicate them, as well as those available to society to help them.
5. Increase police surveillance in the vicinity of educational centers to prevent and combat drug trafficking, consumption and possession, as well as all types of violent behavior related to minors and young people, improving comprehensive security both in educational centers and in their environments.
6. Articulate permanent mechanisms and instruments of coordination throughout the national territory, among police experts and educational authorities, educational community in general and in particular, with the Coordinator or Coordinator of welfare and protection.
7. Maintain cooperation with other competent public administrations in the effective protection of minors in situations of risk, promoting appropriate mechanisms for communication and exchange of information regarding the fulfilment of the objectives and measures to be implemented by the Ministry of the Interior in implementation of the Master Plan.
The most important activity of all that is carried out has to do with training and informative activities, visits and other activities in educational centers, aimed at children and adolescents and taught by members of the State Security Forces and Corps.
The subjects on which you can deal with these activities are very varied:
- School bullying and cyberbullying.
- Youth Violent Groups, Unceasing and Vandal Behavior.
- Information and communication technologies.
- Use of drugs and alcohol and other addictions.
- Violence against women, sexual equality and non-discrimination, gender violence, digital gender violence or gender cyberviolence.
- Filio-parental violence and abuse in the family environment towards childhood and adolescence.
- Trafficking and exploitation of human beings.
- Prevention of sexual offences
- Speech and hate crimes.
- Disappearance of minors without apparent cause.
- Protection of intellectual property.
- Violence against the educational community and educational centers.
- Protection of personal data and guarantee of digital rights.
- Road Safety. Introduction to the regulations on traffic regulation.
- Protection of the environment and nature.
The application for these actions, by the Educational Centers of the Autonomous Community of Andalusia, will be carried out by email, sending to the Subdelegation of the corresponding province the registration form of educational centers(Annex I) and the AMPAS registration form (Annex II) in case of request by them.
The application period will be between the month of September and December inclusive, except exceptional cases, in which the application can be requested throughout the academic year.
(In the case of the province of Almería the deadlines are: from 1 September to 30 October and from 1 to 31 January).
The Government Delegation in Andalusia (High Inspection Area of Education) coordinates this Master Plan, which is managed in each province by the corresponding Government Subdelegation.
