The Ministry of Transport, Mobility and Urban Agenda (Mitma) has awarded 47.9 million euros in aid from European NextGenerationEU funds to 34 local entities in Andalusia to rehabilitate public buildings. Of the total, 41.8 million correspond to Line 2 of the program of integral rehabilitation of public buildings of local ownership (Pirep local) in 30 municipalities, while the remaining 6.1 million euros correspond to the resolution of the claims and resources presented within the framework of the competitive calls of lines 1 and 2 of the program of the Recovery Plan.
In Spain, a total of 293.7 million euros have been distributed among 187 local entities throughout the Spanish geography, of which 274.1 million euros correspond to 171 municipalities, consells, deputies or cabildos, within the framework of the local Line 2 Pirep and 19.5 million euros to the resolution of the allegations and resources presented within the framework of the competitive concurrence calls of lines 1 and 2 of the Recovery Plan program.
Specifically, the Ministry has decided to provisionally grant 16 million euros from Line 2 to 8 municipalities and a deputy to act on nine buildings, and definitively grant 3.5 million euros from line 1 to seven municipalities to rehabilitate as many other public buildings intended for sports, educational, administrative uses... Among them are the Malaga municipality of Marbella and the Diputación de Cádiz, which will have a total of 4.9 million euros.
In total, the 293.7 million euros granted through the three resolutions published in the Mitma electronic headquarters will allow to finance the rehabilitation of 196 public buildings of local ownership, of which 55% are destined or will be destined for cultural, sports and educational use, benefiting more than 14 million citizens.
At this point, it should be noted that more than half of the local entities benefited have fewer than 20,000 inhabitants, of which about 55 have a population of less than 10,000 inhabitants.
Mitma opened the call for both lines of aid of the Public Buildings Rehabilitation Program (Pirep) in the first quarter of 2022, but line 1 had a shorter deadline for submission of offers and resolution than line 2, which, in turn, includes a series of scale requirements in the projects to be able to participate.
Final Resolution Pirep Local Line 2
According to the final resolution of Line 2 published, the 274 million euros awarded are aimed at financing 180 rehabilitation actions chosen from among the 1,020 presented by 880 municipalities, deputies, cabildos and island consells based on criteria of architectural quality, solidity, governance, integral approach, innovation and opportunity, so all of them register an approach based on the principles of quality promulgated by the Law of Quality of Architecture.
It should not be forgotten that the call has been held in a competitive competition, so the actions that have obtained the highest score have been selected. Of the projects selected, 86 are in municipalities of less than 20,000 inhabitants, with special relevance those of less than 5,000 inhabitants, the so-called demographic challenge, where 30 projects are going to be executed.
Without forgetting the 84 buildings that are currently in disuse and that will receive subsidies from the Program to be able to address the problems that the existence of these activity gaps poses for the urban environment.
The programme has an important social dimension and contributes to the strengthening and improvement of public services. Not in vain, 60% of 180 buildings to be rehabilitated with the help of European funds are destined or will be destined for cultural, educational and sports use.
In particular:
• 75 performances aimed at buildings for cultural use.
• 25 actions aimed at buildings for administrative use
• 15 performances aimed at buildings for sports use.
• 17 actions aimed at buildings educational use.
The rest of the uses are varied, although rehabilitation in administrative buildings or for public services stands out, which include municipal markets, police stations, civic centers, laboratories…
In this sense, 84 buildings that are currently in disuse will be acted on, thus addressing the problem that the existence of these gaps in activity poses for the urban environment and allocating them to public use.
The projects accepted in Line 2 had to meet at least two of the three scale requirements set out in the Basic Ministerial Order: have a construction budget equal to or greater than 500,000 euros, collect an intervention in at least 1,000 square meters of surface and, finally, that the degree of intervention of the action is equal to or greater than 500 euros/m2
Public Buildings Rehabilitation Program
These three resolutions are in addition to the 307 million euros granted definitively in 2022 to 381 local entities to rehabilitate public buildings within the framework of Line 1 of the Pirep. Thus, in total, the Ministry has granted some 600 million euros in aid from European recovery funds to 496 municipalities, deputies, consells and cabildos throughout Spain to rehabilitate 598 buildings, of which 69% are destined or are going to be destined for cultural uses (228), educational uses (50) and public services (135). European funds directly benefit the almost 22.5 million people living in these localities.
All actions subsidised under line 2 must be completed and have a work receipt certificate by 31 March 2026. For their part, the projects selected under Line 1 must ensure that they receive work, without comments or objections, by 30 September 2024.
The definitive granting of the aid means that, once the rehabilitation has been completed, the buildings must be used for public use for at least 20 years and generate significant savings in their energy consumption.
This investment also guarantees a reduction of more than 30% in the consumption of non-renewable primary energy, improvements in accessibility, habitability and boosting the conservation of the building park, with investments in buildings that currently have multiple uses. The European funds NextGenerationEU finance up to 100% of the eligible costs of the actions aimed at reducing, at least, 30% of the consumption of non-renewable primary energy, and in the case of complementary actions (sustainability, accessibility, habitability and conservation) 85% of the eligible costs are subsidised, without exceeding 50% of the amount of the main actions (reduction of consumption of non-renewable raw energy).
This comprehensive approach has been one of the great bets of this program, which seeks to contribute to the fight against climate change, improve the quality of life and solve important deficiencies of the public built park related to habitability issues, such as poor acoustic comfort, air quality inside the building, accessibility problems and the improvement of obsolete or outdated distributions with new forms of work, etc.
The Pirep is included in Investment 5 of Component 2 of the Recovery Plan, initially endowed with 1,080 million euros, of which 480 million have already been transferred to the autonomous communities and cities of Ceuta and Melilla to finance the energy rehabilitation of their public park.
