The Ministry of Finance has communicated by letter to Ceuta that in 2026 it will have the largest deliveries according to its history. The letter informs the government of the autonomous city that the prudent estimate with the data currently available will mean an increase for this concept of 8.6% compared to what was received this year, which means that it will receive the record figure of 56 million euros in deliveries on account of 2026.
This is a historical figure that shows the good progress of the Spanish economy and the commitment of the Government to guarantee the Autonomous Communities the necessary resources to provide quality public services to citizens.
In fact, to that amount must be added the 2024 liquidation forecast, which in this case stands at 15 million euros. Therefore, Ceuta will receive a total of 70 million euros from the financing system in 2026, a new record that exceeds by 3.4% the resources it receives in this year.
The objective of the Ministry directed by María Jesús Montero with the sending of these missives is to give budgetary certainty to the autonomous administrations, since these data will serve as guidance to the regional governments to be able to prepare their public accounts of 2026.
21 million by 2025 update and 2023 settlement
In this way, the priority that it represents for this progressive government to guarantee the financial autonomy of the autonomous administrations is highlighted. In fact, precisely this Wednesday Ceuta has also received the payment of 4 million euros for the delays of the non-updating of the 2025 account deliveries corresponding to the months of January to June.
In this regard, it should be recalled that the Government approved a Royal Decree-Law in December 2024 that included more resources for the CCAA, but was rejected in January in Congress with the vote against the PP. The Council of Ministers again approved in June a Royal Decree-Law with the updating of the 2025 installments that, this time, was validated by the Lower House.
Therefore, this transfer of 4 million occurs thanks to the approval of that decree and the decision of the Government to disassociate the updating of the deliveries on account of the approval of the General Budgets of the State, something that the Executive of the PP considered that it could not be done and the facts have denied.
In addition, Ceuta will receive another 17 million euros tomorrow, July 31, from the payment of the final settlement of 2023 of the financing system. That is, in just two days the government will transfer 21 million euros to the Ceuta government, which guarantees the quality of the public services provided by the autonomous city and, therefore, benefits the social majority of the country.
These measures are part of the progressive government’s ongoing support for the CAAC regional governments. Thus, during the worst pandemic in a century, the Executive maintained unchanged the deliveries on account in that year despite the fall in GDP, also assuming the negative liquidations that were generated as a result of the fall in revenue. Or the approval of direct resources amounting to almost 30 billion euros to deal with the consequences of COVID and which have meant the largest transfer of funds outside the financing system
